II. VILLAGE FACILITIES

DVA Pavilion

The Roman Catholic Mass officiated by the Santuario de San Antonio Parish is held every Saturday at 6:00 PM.

The Pavilion can be rented by residents for personal events and parties. The application form and guidelines for renting the Pavilion can be accessed by clicking the following link (Pavilion Reservation Form).

Parks and Playgrounds

DVA has two (2) main Parks, one located at Calumpang and the other at Mahogany. The Calumpang Park has a basketball court, tennis court, fitness gym, while the Mahogany Park has outdoor exercise equipment and various playground equipment for children.

Those interested to use the basketball court, tennis court, and fitness gym are required to make reservations at the DVA office. Games in the parks are permitted only up to 8:00 in the evening in order not to disturb nearby residents.

Motorcycles and are not allowed in the parks.

III. POLICIES AND GUIDELINES       

1. Membership

The owner of lot/s or his successor in interest is required to be and is automatically a member of the Dasmariñas Village Association and must abide by such rules and regulations laid down by the Association in the interest of the sanitation, security, and general welfare of the community.      

The Association will also provide for and collect assessments which will constitute a lien on the property junior only to liens of the government for taxes and to voluntary mortgages for sufficient consideration entered into in good faith.

All new owners of a property located within Dasmariñas Village shall be required to pay a one-time registration fee of ₱30,000.00.

2. Use of Lots

2.1 Lots may not be subdivided;  however, three or more lots may be consolidated and subdivided into a lesser number of lots, provided that none of the resulting lots be smaller in area than the smallest lot before consolidation, and the consolidation and subdivision plan be duly approved by the governing body of the Dasmariñas Village Association and the Land Registration Commission, and duly registered in the Office of the Register of Deeds of Rizal.

2.2 Lots shall be used only for residential purposes.

2.3 Only one (1) single-family house may be constructed on a single lot.

2.4 The lots shall not be used for any immoral or illegal trade or activity.

3. House/Building Construction

3.1 All residences and buildings require the prior approval of the Association before construction is allowed, to ensure the use of strong materials, the type of architecture harmonizes with the surrounding landscape, and the building regulations on easements are strictly followed.

3.2 Any original and/or remodeling, additional constructions to the existing residence must have the prior approval of the Association. Plans showing the proposed construction of the existing residence and lot boundary should be submitted to DVA.

3.3 Our Village Rules prohibit construction workers from working during Sundays and Legal Holidays Maintenance house repairs may be allowed on Sunday and legal holidays provided that the following requirements are met:

1. Workers must have a valid DVA maintenance ID;

2. No noisy works or any works that can be constructed as a disturbance to immediate neighbors;

3. Only emergency house repairs like plumbing, roofing and electrical repairs are allowed.

Construction workers are allowed to work from 8:00AM to 12:00NN and 1:00PM to 5:00PM from Mondays – Fridays, 8:00AM to 12:00NN for noisy and outdoor works and 1:00PM to 5:00PM for non-noisy and indoor works on Saturdays.

4. Annual Membership Dues and Miscellaneous Fees

4.1 Annual Membership Dues and miscellaneous fees are demandable every end of the year and payable not later than February 28th of the following year. Member dues are assessed per square meter at the amount of ₱35.00 per square meter per year, and which may be increased whenever the Board of Governors deems it necessary.

4.2 Garbage Fees for houses at ₱17,000.00 per year are payable in advance for one (1) year. Building constructions will be charged a separate fee per year, which will be applicable for the duration of the project.

4.3 Penalty Interests. A monthly penalty interest equivalent to prevailing bank interest rates shall be applied to all overdue accounts commencing thirty (30) days after the date of first billing plus necessary liquidated damages upon failure to settle account/s within sixty (60) days from due date/s.

4.4 Guidance of Payment of Dues. Payment of annual dues by tenants will apply to cover the period of their lease contract. Unpaid accounts by the previous tenant will be the responsibility of the landlord.

4.5 Refund of Dues. Request for refunds of Association dues paid in advance by lessees or tenants will not be refunded, as the dues constitute a lien and obligation of the land, and are payable on an annual basis. Requests for refunds, when made by tenants, must therefore be referred to the owner of the property who will make the refund, being a party to the contract of lease. When the tenants pay the dues, the receipt should be in the name of the landowner c/o the tenant, and the tenant should be informed when payment is made that it is not refundable.

5. Traffic Regulations

5.1 Speed Limit. The speed limit in the Village is 40 KPH along the main roads, i.e. Pasay Road, Palm Avenue, and Dasmariñas Avenue, and 30 KPH on all other roads.

5.2 Overspeeding. Overspeeding and other traffic infractions in the area are subject to appropriate action by the Board.

5.3 Practice Driving/Car Racing. Practice driving inside the Village is prohibited by the Association. This rule covers motorcycles and/or any motorized vehicle. Violators of this regulation will be apprehended by the Village police. Car and/or motorcycle racing is also prohibited inside the Village.

6. Security Control

DVA has a contract with a security agency that provides a total of sixty-nine (69) security guards and officers.  The security guards perform their duties on a 24-hour basis. They are equipped with motorcycles, patrol cars, radios, firearms, and other equipment necessary to enforce peace and order in the Village.

6.1 Car Stickers. All types of commercial vehicles, with or without stickers, are prohibited to park on the street overnight.

6.1.1 Vehicles of residents must be provided with the prescribed DVA car sticker for identification purposes. A clear photocopy of the car registration bearing the name of the resident must be submitted to DVA  during the application of car sticker; 

6.1.2 If the car is under lease purchase, a photocopy of the Lease Agreement from the company President is needed;

6.1.3 The car sticker will be affixed to the car by DVA authorized personnel. It is, therefore, necessary to bring the car to the DVA office. Costs of car stickers will be based on reasonable and nominal charges as set by the Board.

6.2 Patrol Surveillance. Continuously during day and night, patrols on foot and motorcycles are carried on at regular intervals throughout the entire Village. The purpose is to make our security guards available to the residents and to report any suspicious activities that may affect the peace and security of the Village.

In addition to this, there are security cameras at gates, parks, and some streets.

6.3 Gate Guards. There are six (6) entry gates in the Village, namely: Palm Avenue, Amorsolo, Pasay Road, Banyan, Lumbang, and Mahogany. These gates are manned by guards who are instructed to be strict on cars without DVA stickers and pedestrians without DVA identification cards.

Strict surveillance at the gates causes some inconvenience to the residents and guests/friends of residents, however, the inconvenience is worth the security that the Village gains.

Additionally, the luggage compartment of all public utility vehicles, delivery closed vans, and topboxes of motorcycles are opened for examination.

6.4 Drug Testing Requirement. For the safety of the Village, a mandatory drug test shall be required before issuance of DVA ID to the following:       

6.4.1 All stay-out residents’ household staff;

6.4.2 All less than 2 years stay-in resident’s household staff;

6.4.2 Construction workers;

6.4.3 Agency personnel assigned to DVA.

6.5 Fire Fighting Equipment. DVA has firefighting equipment consisting of 2 fire trucks with pumps, fire extinguishers, ladders, etc.

6.6 Filing of Cases Against Culprits. In cases of burglary, theft, or other crimes committed in the Village where culprits are apprehended or identified, the Association may offer legal assistance thru its legal counsel to the victimized residents.

6.7 On Minors. The security guards in the area are under instructions to take under their custody or conduct to their respective homes the minors (children or relatives of Dasmariñas Village residents) caught committing any of the following offenses:

6.7.1 Overspeeding. Not observing the speed limits in the area;

6.7.2 Vandalism, such as defacing, destroying or making inoperative street signs, trees and/or private gardens, writing, painting or defacing the Association and private properties;  hunting and/or shooting birds;  permitting pets or other animals to destroy plants of the Association and/or private gardens;  public disorder such as causing loud noises while in the streets and sidewalks;  drunkenness and/or being under the influence of drugs;  tumultuous conducts, unmoral and immoral acts such as petting, etc.;

6.7.3 Special Holiday: Halloween. Customary Halloween practices of the children roaming the Village streets must conform to the regulations of the Association as to curfew time. Children and minors going from house to house will be accompanied by residents of legal age. This practice shall be permissible for residents’ children and their guests only; children and minors desiring to conduct Halloween visitation and who are not residents of the Village shall obtain written permission from the Association office 48 hours before the time desired. A violation of the latter shall entitle the security guards to take the necessary action of escorting the children out of the Village area.

The residents/parents are responsible: for reminding one’s children to play at designated DVA parks and playgrounds and avoid playing on the streets; for being respectful to DVA Security Guards whose primary duty is to assist the Village residents/members.

6.8 Private Guards. Residents are enjoined to secure prior clearance from the Security Committee before hiring private guards for their residences. Private residential guards hired by residents in the area are required to register with the Association, post-Comprehensive General Liability Insurance (CGLI) in the amount of One Million Pesos (₱1,000,000.00) and secure their Identification Cards. These ID cards are left at the gates when the private guards check-in and out for security and control purposes.

6.9 Guard Service for Parties. Residents holding parties in the Village, involving more than thirty (30) guests are requested to retain at least a guard from the Association’s security agency, to attend to the traffic and parking in the immediate vicinity, as well as to prevent vandalism of the sidewalk trees and neighboring gardens, and littering by the drivers or guests. The cost of this service is ₱100.00 per guard per hour or as may be fixed by the Board. These security arrangements may be made with the Association’s Security Manager.

6.10 Garage Sale. Residents leaving the Village and contemplating a sale of their household effects are required to inform the Association and secure prior clearance from the Security Committee so that the latter may provide better security and would be aware of cars or persons bringing out the commodities from the Village.

6.11 DVA ID Card for Domestic Help. For better control of the entry of unauthorized persons in the area, residents are required to secure their domestic help a DVA Identification Card from the Association office at a nominal fee of ₱100.00 with one (1) year validity. ID cards shall be turned in by the domestic help to one’s employer upon leaving the employment. The resident will then surrender the ID card to the DVA office or the Village Security Detachment as soon as possible.

6.12 Curfew for Domestic Help. To ensure proper security and checking on persons roaming the streets of the Village after 10:00PM, all residents are enjoined to restrict the movement of their domestic help from 10:00PM to 5:00AM the next day.

7. Environment and Sanitation

7.1 Cutting and Trimming of Trees. Trees along the sidewalks of the main streets on Acacia, Palm Ave., Paraiso, Banyan, Pasay Road, Dasmarinas Ave., Amorsolo, Lumbang, Mahogany and Tamarind Roads are preserved and protected for ecological balance and cutting is strictly prohibited and will not be permitted. Cutting of sidewalk trees without DVA Board’s written approval will be subject to all applicable sanctions of the Association or government agencies.

7.1.1 DVA owns all sidewalks and planting strips in the Village. DVA reserves the right to manage the population of trees planted along planting strips, including without limitation by providing for the species and quantity of trees that shall be planted on such planting strips.

7.1.2 Planting or cutting of trees planted on the planting strips requires the prior written approval of DVA.

DVA may impose conditions on the cutting of trees, including without limitation that: (a) the trees to be cut are considered by DVA to be undesirable trees and (b) replacement trees (selected by DVA from among DVA’s list of approved trees) shall be planted by DVA along the planting strip at the Owner’s expense.

Should the government require any approvals for the planting or cutting of trees, the Owner shall have the responsibility of securing such approvals.

Cutting of trees planted on the planting strips without DVA’s approval shall be subject to a fine of Fifty Thousand Pesos (₱50,000.00) per tree. Moreover, DVA may require the party who cut or caused the cutting of the tree without DVA’s permission to bear the cost of planting a replacement tree. Where the unauthorized cutting of a tree is performed in relation to or in connection with a bonded construction, renovation, demolition, or other project, the unauthorized cutting of the tree will result in the forfeiture of the bond or security deposit.

7.1.3 Trees or plants that may cause injury to pedestrians (including without limitation agave plants or other thorny plants), or prevent the use of, or obstruct the sidewalks, may not be planted on the planting strips nor on any part of the property adjacent to the sidewalk.

7.1.4 DVA reserves the right to remove any trees that were planted on the sidewalks without its approval as well as any trees or plants covered by Section 7.1.3 above. The cost for such removal shall be borne by the party who planted or caused the planting of the tree or plant without DVA’s permission.

7.1.5 DVA may approve the cutting of trees to make way for a driveway, subject to Section 7.1.2 above.

7.2 Fire Prevention/Grass Cutting. The owners of vacant lots and residents of Dasmariñas Village are required to cut/trim the grass on their property and maintain it at all times to reduce fire hazards. If the owner fails to cut his grass within fifteen (15) days from the date of notice:

7.2.1 The Association will undertake the cutting and charge the cost of grass cutting to the owner. The latter is under obligation to reimburse DVA within thirty (30) days from receipt of the statement of account;

7.2.2 The grass cutting rate is ₱10.00 per sqm.;

7.2.3 Residences with swimming pools will allow the Association the use of their water in cases of emergencies, like fires, etc., and DVA will reimburse them for the cost of the water used.

7.3 Stray Dogs/Cats and Pets. Dogs/cats and pets must be kept within the lot premises and only may be brought out if on a leash.

7.3.1 Stray dogs/cats and pets caught by the Security Team shall be brought to the DVA Security Office who will notify the owners. Unless claimed within forty-eight (48) hours after notification, the pets will be disposed of accordingly. The residents concerned shall be required to pay a penalty of ₱1,000.00 per pet recovered by the Security Team plus the expenses for maintenance of the pet;

7.3.2 No dogs are allowed in the parks at any time. A fine in the amount of  ₱1,000.00 is imposed on vicious stray dogs that have bitten pedestrians, in addition to whatever civil action that may be instituted by the offended party. This fine is intended to require owners of vicious dogs to confine and leash their pets within their home premises.

7.4 Prohibited Animals. No animals such as but not limited to cattle, pigs, sheep, goats, ducks, geese, chickens, roosters, rabbits, snakes, crocodiles, and such other as the Board may determine as a nuisance, shall be maintained on the lot premises.

8. Prohibited Activities in the Village

8.1 Soliciting/Advertising. The Association prohibits the distribution of any advertising materials to the Village residents/members, either through the DVA’s guards or the representatives of the firm. DVA is prohibited from releasing a list of residents, addresses, and telephone numbers for solicitations, advertisements, and the like unless so expressed by the Board. House-to-house agents, canvassers, or solicitors are not permitted inside the Village.

8.2 Advertising Signs

8.2.1 Commercial or advertising signs shall not be placed, constructed, or erected on the lots;

8.2.2 “For Sale” and “For Rent” signs are allowed in private properties and not inhibited by the “No Commercial Signs” regulation, provided that the size of the signs will be limited to 12” x 24”;

8.2.3 Advertising signs for architects, building contractors, and construction materials are also allowed only during the period of construction, provided that said signs are installed within the premises of the building construction and shall be removed after the completion of the building;

8.2.4 Nameplates and professional signs of homeowners are permitted so long as they do not exceed 80 cm. x 40 cm. in size.

8.3 Open Fires. Building fires in the open such as in construction sites or any household premises is prohibited.

9. Use of Village Facilities

9.1 Parks and Playgrounds

9.1.1 In the case of games played at night, the Sports Complex Coordinators, upon proper request and arrangement, will turn on lighting facilities;

9.1.2 During play hours, security and necessary protection will be provided in the park to see to it that groups and other users that are allowed under official reservations enjoy free use of the facilities during the period allotted;

9.1.3 Cases or incidents occurring in the park during play hours are requested to be reported to the nearest guard for appropriate attention and/or action;

9.1.4 No motorcycles/motorbikes are allowed in the park at any time;

9.1.5 Children are discouraged from playing on the streets. They must be brought to the parks for the purpose;

9.1.6 Teenagers and/or children are prohibited from hanging around and/or playing in the construction sites; and

9.1.7 The Association is not liable for accidents or injuries as a result of games or the use of park facilities.

9.2 Basketball Gym

9.2.1 Game Reservations and Time Schedules. Teams, players, and other groups who desire to use the basketball courts are required to make reservations with the DVA Office Admin Services Head. Reservations for scheduled games listed with the office shall be strictly on a “first-come, first-served” basis. Teams, players, and groups with a minimum membership of at least five (5) shall be allowed to make reservations for the court at any scheduled time. A maximum of two (2) hours shall be allowed to any team of players and other groups, and when no reservation is made for the succeeding hours at the same date, teams and/or groups on the court may be allowed to extend their allotted time. To allow bonafide residents to use the gym, no reservation shall be made during the following schedules:

a. Saturdays – 6:00AM to 5:00PM

Games may resume from 7:15PM to 8:00PM

b. Sundays – 6:00AM to 8:00PM

9.2.2 All games, official or not, shall be permitted only up to 8:00PM so that residents living close to the park will not be disturbed;

9.2.3 Players using the gym are required to use the proper playing shoes and basketball uniforms;

9.2.4 Players are required to present their reservation receipt before the start of the game;

9.2.5 Cancellation of games shall be made three (3) days ahead of time, otherwise, the time reserved is considered as played and charged accordingly;

9.2.6 Games affected by power outages shall be allowed to extend their time, provided, that the duration of the power outage shall not exceed one hour. Succeeding reservations shall also be extended accordingly. Games affected by more than one (1) hour power outage shall be rescheduled on the earliest available dates;

9.2.7 Reimbursement of electrical, maintenance, and other expenses are necessary to cover such costs. The rates may be revised by the Board in keeping with any adjustments in the cost of electricity and related services. Rates are:

Campanilla Park (Covered Gym)

With lights – ₱1,600/hour

Without lights – ₱1,200/hour

9.3 Tennis Court

                  9.3.1   Reservation for the tennis court starts at 7:00AM from Monday to Saturday, on a first-come, first-served basis.  Telephone reservations are not entertained until 9:00AM;

The reservation procedure is as follows:

a) Reserving resident or his/her bonafide representative must come to the DVA office to sign the Tennis Court Sign-In sheet, three (3) days in advance.

b) DVA Office checks if the person requesting is a registered resident.

c) Once confirmed, the requester has to pay the appropriate fee. Please see the next pages for the Rates of Tennis Court Fee.

d) DVA Cashier issues an official receipt (OR) for the payment.

e) Resident requesting or his/her representative presents the OR to DVA Sports coordinator.

f) Sports coordinator takes note of the reservation in the Tennis Calendar of Activities.

The Board may revise these rates, depending on the actual cost of electricity and other charges.

                  9.3.2   The tennis court opens from 6:00AM to 10:00PM daily.  All reservations are payable in advance.  The Association reserves the right to cancel any reservation made when the player refuses to pay the required rates.

                  9.3.3   Heads of families and their spouses will have priority on the use of the court over the dependents.  Saturday afternoons and the whole day of Sunday shall be reserved exclusively for heads of families and their spouses;

                  9.3.4   Only residents of Dasmariñas are entitled to use the tennis court, provided they make the necessary reservation three (3) days in advance of the actual date of use.  No single residents are allowed more than three (3) reservations a week, and they are entitled to a total of two (2) hours a day, to avoid monopoly of the court;

                  9.3.5   Players may hire and bring their own trainers.  If interested, a trainer is available at the Clubhouse who is not an employee of the Association;

                  9.3.6   Players who made and paid the reservation will be given fifteen (15) minutes to show up. Otherwise, the time slot he/she reserved will be given to a resident who walked-in and waiting.

                  9.3.7   Cancellation of a reservation will be made one (1) day ahead of time, otherwise, the time reserved is considered as played and the corresponding fee is forfeited.  Canceled reservation may be rescheduled upon proper arrangement with the DVA Office;

                  9.3.8   All players will be in proper playing uniform and rubber shoes.  Players will provide themselves with tennis rackets and balls.  The Association is not liable for any loss of equipment on the premises.

10.   Garbage Collection, Disposal, and Fees

10.1    Collection Time of Garbage.  Garbage collection services are provided by the Association. Waste collection schedules for residuals, garden wastes, kitchen wastes and which may be changed from time to time are as follows:

10.2    Garbage Disposal.  The residents/members of Dasmariñas Village are required to provide themselves with covered trash bins, dispose of the garbage in transparent plastic bags, dump it in the trash bins, and place it outside the front gate on or before collection time.  After collection, the trash bins should be recalled and kept inside the premises until the next collection time.

10.3    Dumping on Vacant Lots.  Dumping of the garden, household, and construction garbage on vacant lots is prohibited.

10.4    Sanitation services will include pest control programs in public areas.  This also covers the collection of typhoon debris and related services, i.e. cleaning of the creek, street gutters, clogged drainage, and boxes, etc.  Garbage and sanitation service fees are fixed by the Association, based on the contractual rate for an outside contractor.

10.5    Garbage Fees.  The cost of the trash bags is charged to the residents/members.  All residents of the Village will dispose of their garbage through the garbage collection service provided by the Association.  The Board of Governors may enter into a contract for the collection of the garbage of the members/residents of the Village but the cost thereof will be paid directly by said members of DVA.

        The assessment of garbage fees is included in other assessments which are sent to the residents and members every last month of the year, payable in advance along with the payment of Association Dues, at the office of the Association.

11.   General Cleanliness, Beautification, Sanitation & Safety

        The Association is responsible to provide the members/residents an atmosphere of general cleanliness, sanitation, and beauty within the Village.  For this purpose, DVA has engaged a maintenance force of around 36 painters, gardeners, street sweepers, electricians, road builders, and the so-called jack-of-all-trades.  The streets, parks, and pedestrian lanes are swept and maintained, the grasses in vacant lots are cut, drainage is regularly cleaned, traffic signs are painted, flowering plants are planted, etc.

        DVA has also retained a pest control contractor charged with controlling insects, mosquitoes, and rats.  Periodic spraying is conducted in the entire Village.

        For the sake of cleanliness, safety, and stature of our Village, the members, and the residents are enjoined to observe the following rules:

11.1  Pedicabs, horse-drawn vehicles (i.e. caretelas, carromatas), and pushcarts are not allowed entrance into the Village except for children’s parties;  as long as the horses are properly provided with adequate chamber pots to avoid littering the streets with wastes.  Public utility vehicles can enter the Village if they are occupied by residents or their visitors, and those delivered to the Village’s needs.  Passenger public utility vehicles authorized by the Dasmariñas Village Association may transport passengers within the Village area only and under the supervision and control of the Board of Governors thru its Security Committee.

11.2  Persons other than members, residents, and their guests or visitors are not permitted to loiter or wander aimlessly in our Village.  Vagrants will not be tolerated.  Household helpers will avoid loitering outside their respective houses.

11.3  Guards will see to it that no construction crew or resident use water from the waterline without the required water meter or permit to have water connection from Manila Water Company, Inc. (MWCI).

12.   Police Protection

In addition to the Police Security of the Association, the Makati Philippine National Police renders police assistance and protection to residents of Dasmariñas Village.

13.   Noise & Public Nuisance

        Consideration must be extended and maintained for the privacy and peace of the neighbors in the Village.

        Unnecessary horn-tooting, annoying sounds, noisy vehicles’ mufflers, loud and amplified music, must be avoided and/or prevented.  Using cars, motorcycles, and other vehicles which have been installed with gadgets that create additional noise and/or sound are prohibited.  Vehicle owners are enjoined to install silencers or noise suppressors.

        Social gatherings are allowed up to 12:00 midnight.  Party holders after this hour are requested to tone down the volume of their music.  Parties for domestic help are prohibited.

14.   Sightseeing

        Sightseers in Dasmariñas Village must have written permission from the Association.  However, sightseeing parties under proper tour guides who may not have the permit for lack of arrangement or time, can contact the Security Officer at the Security Headquarters and make proper representation for entrance.  The Security Officer is given the discretion to act under the circumstances and shall assign a guard to serve as a guide and escort within the Village.

15.   Miscellaneous Provisions

        15.1    Carport/Pedestrian Gates.  Carport/pedestrian gates that open toward the sidewalk will always be closed after use, so as not to obstruct and hamper the free use of the sidewalk pavement or pedestrian lane.

        15.2    Playing Golf.  Playing golf on vacant lots is not allowed by the Association.

        15.3    Motorcycles.  Residents’ motorcycles must be provided with Village stickers and proper reflectors for identification and safety purposes.

16.   Schedules of Fines, Penalties, and Sanctions on all other Violations

        The following shall be the minimum fines/penalties which shall be collected for various offenses committed in violation of the provision of the rules and regulations:

17.   Rules and Regulations

        17.1    Interpretation of Restrictions.  Where there appears to be any conflict in the interpretation of these restrictions, the interpretation will be made by the Board of Governors.  Regulations referring to construction on easements will be constructed strictly in favor of keeping easement areas as free from structures as possible.  The decision of the Board of Governors shall be final and such decision will become part of the Building Regulations.

        17.2    Enforcement of Restriction.  The Deed of Restrictions may be enjoined and/or enforced through court action by the Dasmariñas Village Association or by the Ayala Corporation or its assigns, or by any registered owner of land within the boundaries of the Dasmariñas Village or by any member in good standing of the Dasmariñas Village Association.

        17.3    The Dasmariñas Village Association has the right to prescribe the rules and regulations regarding the occupancy and use of lots in Dasmariñas Village;  amend or cancel existing restrictions;  regulate the types of architecture, construction, and building plans in the area;  make provision for public utilities, fire protection, maintenance and repair of streets, private police protection, etc. as may be desirable for the convenience and good of the residents in the area;  provide for the collection of assessments, such assessments shall constitute a lien on the property junior only to liens of the Government for taxes and to voluntary mortgages for sufficient consideration and entered into in good faith.  This right is found in the papers of Incorporation, the By-Laws, and subsequent Board Memoranda.

        17.4    Rules and Regulations and restrictions not presently incorporated in this handbook will be issued by the Association in circular form, from time to time.
